With a 5,200 pound rated trailer and a 4500 pound boat you are getting to the upper end of the capacity rating for winches with a strap. That is most likely why your winch has a cable installed on it.
Some winches are set up so that a cable or a strap with hook can be used. Pulling cars onto a trailer will undoubtedly require pulling the vehicle up an incline, which will add extra resistance to the equation. We have plenty of winches that will pull a 500 lb load on your trailer, but we do not have any winches that were designed to mount on E-Track rails. A winch should be mounted directly to the trailers frame structure or to a structurally sound mounting bracket attached to the trailer frame.

I do not believe a hand winch is the way to go with a car hauler and a 3500 pound car. It is usually recommended that a winch have at least the capacity of the weight of the rolling load for trailer applications but the hand winch will need to be mounted above the bed and on a pedestal that will allow the handle to be rotated above and below the winch, much like a boat trailer. This would require some extensive fabrication.

One of the keys for a winch mount is the width trailer tongue they fit. Mount # CE31013G fits on 2 inch wide trailer tongues so if that is what you have then this is a great option for the trailer and winch. view full answer...
The main difference between an ATV winch and a trailer winch is that the ATV winch comes with a wiring kit and other install components that tailor it to an install on an ATV.

It sounds like you do not have a winch with the right capacity. A winch should make it easier especially with rollers so I do not think the rollers are the issue, I think it is the winch.

For an electric boat winch the Dutton Lainson part # DL25700 that you referenced would be a really great USA-made option that would mean no more winch cranking. This is actually a good opportunity to get a winch that will be better for a marine environment than typical hand winches. The Fulton XLT winch # F142425 is the most popular option in the boat winch category. It is enclosed to protect the meat and potatoes on the winch inside.
